본 연구의 목적은 CIPP 평가모형을 활용하여 중소기업 훈련 컨소시엄 운영기관의 실태와 현황을 조사하는 것이다. CIPP 평가모형의 하위요소인 상황평가, 투입평가, 과정평가, 산출평가를 통해 중소기업 훈련 컨소시엄 운영기관의 실태를 구체적으로 분석하였다. 연구결과, 사업 운영기관들은 수요조사를 통해 훈련 프로그램을 개발하고 있으며 교·강사 운영, 교재개발 및 수정, 시설 및 장비 구비 등에 참여 기업들의 의견을 적극적으로 반영하고 있는 것으로 나타났다. 또한 지속적인 운영방법 개선을 통해 훈련 프로그램의 효과성과 만족도를 높이는 것으로 나타났다. 그러나 사업의 효과성과 효율성을 높이기 위해서는 투입과 산출에 대한 관계 파악과 사업화에 따른 경직적인 운영과정, 사업성과에 대한 지속적인 사후관리 등은 개선해야 할 과제로 나타났다.

The purpose of the study was to examine the current status and outcomes of consortium training programs for small and middle-sized corporations in terms of the training institutions, using CIPP (Context-Input-Process-Product) evaluation model. We found that the operation institutions for managing the consortium training programs has analyzed the needs of corporations that participated and developed the training programs and manual, as well as tools. In addition, they improved the quality, satisfaction, and effectiveness of the programs. However, we suggested the operation institutions should improve the correlation between the input and output of the programs, a fixed program management, and follow-up outcomes of the programs.
