첨단기술의 발달로 지식재산권의 범위가 확대되면서 국가와 기업의 경쟁력으로 강조되었고, 이를 둘러싼 글로벌 특허분쟁이 급속하게 증가하고 있다. 이에 따라 기술개발 단계에서의 지식재산(IP) R&D의 중요성이 국가 산업 전반에 대두되었다. 이에 국내외의 지식재산(IP) 환경 및 동향, 국가-기술-민간 간의 주요 정책의 순환구조를 분석하고, 현재 특허청에서 시행 중인 특허-디자인 융복합 사업의 추진체계 및 프로세스를 재정립하여 신기술의 세계 시장 우위 선점에 기여하는 기술시각화 전략 방안을 제시하고자 하였다. 특허청은 2009년에 21세기 지식재산(IP)비전과 실행전략 정책을 수립하면서 관련 부처와 함께 다양한 정책의 토대를 마련하였다. 그리고 국가 첨단 IP-R&D 연계 전략 지원 사업을 파악하고 기술시각화 전략 방안을 제시하였다. 본 연구에서는 선행 지식재산권 파악을 통하여 R&D를 효율적으로 개발하여 핵심·원천특허를 획득할 수 있으며, 이를 실현시킬 미래 비즈니스 모델의 형태로 제시하는 것을 기술시각화라고 정의한다. 특허와 디자인, 브랜드와 디자인의 융복합 개발은 환경 분석과 지식재산권 분석을 토대로 하여 각각의 세부개발 프로세스를 가지며 지식재산권 획득전략 수립이 필수이다. 이를 통해 신규 기술특허, 상표권, 디자인권, BM(비즈니스모델)특허 등으로 이루어진 강력한 지재권 포트폴리오를 구축할 수 있다. 국가 기술의 강력한 경쟁력 창출 방안인 IP-R&D 융복합 첨단 기술시각화 전략은 지식재산(IP)강국 대한민국의 구축에 기여를 할 것이며, 지속적으로 진행되는 전략 실행 R&D 사례 연구를 기반으로 국내 유망 기술 산업의 고부가가치 창출과 더불어 대한민국 글로벌 경쟁력의 질적·양적 향상에 이바지할 것이다.
As the range of intellectual rights are expanding through development of advanced technology, global patent disputes are rapidly increasing. Therefore the importance of IP R&D in the process of technological development was emphasized upon national industries. Thus this research proposes a strategy to seize advantage in the new technology market by analyzing major circulation of national/international policies and reestablishing current propulsion systems in the Korean IP Office. The Korean IP Office established 21th century IP prospects and executive strategies and formed political foundations with relevant departments in 2009. This research defines the process of proposing core patents acquired through efficient development of R&D with precedent comprehension of IP in the form of business models as technological visualization. Developing the convergence of design and patent and brands require environment analysis and IP analysis separately, and a strategy to acquire IP rights is necessary. Through this process, a powerful IP portfolio could be completed with various rights as patent, trademarks, design, and business models. This national plan to create a strong competitive convergence of IP-R&D strategy with high-tech visualization technology will contribute to the construction of national intellectual power, and thus aid Korea to gain global competitiveness of in both quality and quantity perspectives.
