1스포츠정책 신뢰의 영향요인 연구

This research is to analyze the factors influencing the trust in the nation's sport policy. In order to analyzing the trust, a survey using structured questionnaire was administered to employees of sports associations and special education assistance centers which practice sport policies at grassroots level.
Personal · psychological factor, organizational factor, and policy systematic factor were used for examining the factors influencing the trust in sport policy. The results showed that the employees of sports associations and special education assistance centers tend to distrust the government's sport policy generally.
Particularly, trust in policy contents only appeared to be neutral. On the other hand, trust in sport policy decision making and sport policy implementation process appeared to be below neutral. Meanwhile, employees in their 20s and 30s showed low levels of trust in sport policy. Moreover, middle-grade executives, who have the actual authority on making decisions, also showed low levels of trust in sport policy.
The results of regression analysis showed that, among the three factors, personal · psychological factor and policy systematic factor determine the trust in the government's sport policy, whereas organizational factor does not.

This study was to suggest revitalization plans for sustainable leisure fishing culture that can be settled as a healthy leisure culture while solving marine safety accidents, environmental pollution and marine resources exhaustion caused by increase of leisure fishing population and wrong leisure fishing culture.
The current status of the domestic leisure fishing culture was analyzed for 162 fishing fishermen, and based on this, the detailed activation plan by each sector were as follows.
First, the role of the government and local governments is to introduce the fishing expert certification system, to establish a permanent leisure fishing school, to introduce the fishing education program in elementary and secondary education courses, to thoroughly manage the fishing information DB, to establish the educational cooperation network with local universities and research institutes, Expanding fishing convenient facilities and strengthening punishment for illegal fishing behavior.
Second, the role of the fishing specialist association should be to extend various fishing education programs and promotional campaigns by holding fishing competitions, and to develop the fry discharge business. In addition, the illegal fishing behavior monitoring team should be launched and cracked down in cooperation with the fishing village.
Third, the role of leisure fishermen should actively participate in fishing education by themselves, change their perceptions about fishing, and accept positively in the establishment of fishing system such as the fishing license system, and try to establish the correct fishing culture.

The purpose of this study is to reduce negative behaviors such as doping and match-fixing scandal which are frequently occurred in sports field. For this purpose, this study interpreted the actions of athletes who had been active in Korea, focusing on Adam Smith's notion of 'the impartial spectator'. Research data were collected through in-depth interview, related papers, daily news papers, etc. The collection period of research data was from August 2018 to May 2019. The subjects of the study were eight men, all of whom had elite player experience. The results of the study are as follows.
First, athletes were able to form the impartial spectator in their minds by their parents' home education, religious beliefs, and education by sports leaders. Second, athletes faced temptation of sports cheating but did not engage in such negative behavior. And athletes were applying the impartial spectator to the sport scene in a way that they felt sympathy for the players who committed sports cheating. Third, the strong penalties, public criticism, and sports ethics education for sports illegal athletes helped strengthen athletes' impartial spectator. In particular, if sports ethics education and personality education are strengthened for sports leaders who are playing a pivotal role in the school sport field, the illegal behaviors of sports athletes will help to decrease.

This study aims at suggesting possible resolutions for the conflicts of marina development process in Korea by analysing causes perceived by the stakeholders to marinas and recommendations priotised by the marina experts. To this end, this study employed both survey and delphi methodologies.
First, there were differences in whether to agree with development of marina by demographic features.
Second, for causes of conflicts in development of marina by demographic features, there were partial differences.
Third, the priorities in solving conflicts by cause during development of marina, are firstly, factors of group selfishness, secondly, exclusion in development of marina, and thirdly, those of environmental problems. The priorities for solving group selfishness, one of sub-factors of causes of the conflicts are firstly, having a council, secondly, educating and supporting for improving people's recognition, thirdly, promoting the effects of marina development, and fourthly, appointing a mediator for disputes, and fifth, creating profits through organizing a cooperate. The priorities for solving exclusion issues in development, one of sub-factors of causes of the conflicts are firstly, providing information on project plans, secondly, participating in project plans, thirdly, introducing to marina development mediation council, and fourthly, supporting for locally required projects. The priorities for solving environmental problems, one of sub-factors of causes of the conflicts are firstly, building safety management system, secondly, building port management system, thirdly, reducing damages on fishery zones, and fourthly, pursuing environmental improvement projects, respectively.

The purpose of this study is to look at the future business of local sports council that take advantage of the purpose of integrating sports organizations. Currently, the local sports council is focused on elite sports business even after the integration of sports organizations, and the sport for all business is following the existing business, so it is necessary to reorganize the business to save the integrated purpose. Based on the policy of Korean sports, the environmental change of the sports association, and the analysis of the local sports council in developed countries, the study proposed a plan to reestablish the future business of the local sports council.
As a result of the study, it is necessary to promote 8 functions of local sports council: the development of the local province representative and young player, the operation of the competition level/league system, the promotion of health exercise and sport welfare, the promote the sports start/sports club, the sports science/information integration/providing function, the training and education function of sports personnel, the promotion function of international exchange of sports, and the finance expansion function of the local sports council.
In addition, the legal and institutional basis should be established for the promotion of the proposal project of the local sports council, and specifically, the legal basis for the establishment of the local sports council, the basis for securing the stable business budget of the local sports council, and the securing of organization/manpower for the stable business of the local sports council were proposed.

The purpose of this study is to explore the direction and methods by which specific and comprehensive training and education system enhancements can advance golf in Korea as one of the core athletic events, as well as cultivating and fostering the growth of Korean golf prospects and professionals. The process entails an extensive and close examination of related literature and research findings which consist of analyzing and evaluating the golf professionals' current educational/training models and their inherent challenges and limitations. Utilization of such approach, coupled with consideration of related policies that directly impact the golf professionals' education/training system, have yielded the following conclusions: Firstly, in order to ensure that the current education/training system, designed to foster cultivation and progression of Korean golf professionals and other Korean sports prospects in general, can make great strides in the long run, each individual institution in the industry must promote development and reinforcement of educational programs that are highly specialized and specific-discipline oriented. They must build and operate an education model system that addresses practical application and specialization. Furthermore, overall improvement efforts should be centered around such key concepts as Problem-Solving Approach, Hands-On/Practical Exercises, and Field Experience Specialist. Secondly, each individual developmental institution should play a crucial role in establishing and maintaining collaborative alliances with the autonomous local organizations/entities associated with the golf industry. Golf professionals produced by such institutions can serve as the bridge between corporations and the local communities in creating working partnerships to engineer mutually beneficial strategies, if warranted, to respond effectively to any external variables that may have profound impact on the golf industry. Thirdly, educational and developmental system advancement will provide indispensable and quality education, which in turn will produce highly competent and productive graduates who, upon completion of their training, will likely have substantially positive and immediate impact in the industry.

The purpose of this research is to review recent innovative policy development methodology in developed countries such as UK and Finland from the concepts to the approach of implementation of the real field. This will lead to this review for obtaining some insights in Korean Sport Policy development, since the concept of 'Innovation' in suppose to be used in certain direction. One of the way of particular application of this theme is 'Policy Lab' which is generally used in UK and Finland for developing some policies. Therefore, this research would like to see in details of the operating process and planning itself of Policy lab in each country. By look into the details of 'Policy Lab', the themes what this policy research and planning organization can perform and how it will affect to the society can be shown. This research concludes three direction of the insights what this policy lab can archived. The first is critical perspective of understanding and interpreting real world. The methodological character for this process is design and evidence based approach. The second is policy development by the policy consumer. Individuals in the society need to be involved in the process of policy development since they are the one who will be affected by this policy enormously. The lase insight from the case of UK and Finland is National wise cultural perception of 'Sport as part of Public Policy matter.

This study was conducted in accordance with the research need to establish the next five-year plan by examining the degree of policy enforcement by evaluating the past five-year plan and establishing the next five-year plan through demand surveys before establishing the local government's five-year plan. The purpose of this study is to evaluate the mid- to long-term physical education policy in H Local Government and provide useful policy implications that can contribute to the sustainability of the promotion project proposed by the local government. This study was conducted through quantitative and qualitative evaluation. For the quantitative evaluation, the execution rate of 120 detailed tasks for each of the seven sectors was selected and evaluated as an evaluation index. For the qualitative evaluation, the evaluation score (Likerts 5-point scale) for the executed tasks was selected and evaluated. In this evaluation, quantitative evaluation (execution rate of 120 detailed tasks) and qualitative evaluation were conducted, and IPA (Importance-Performance Analysis) was conducted to present the characteristics of the 7 sectors.
IPA compared and evaluated subjects based on the average value. As a result of the evaluation, all sectors except 'sports administration' showed an execution rate of over 50%, and all sectors had an average score of 3.74 or higher (out of 5). The highest category was “Physical education for the physically challenged,” which showed a performance rate of 78.9%.

9지방체육회 자율성 확보와 재정 자립 기반 조성을 위한 법 제도 개선 방안

This researcher has carried out the environmental (PEST) analysis of local sports councils that are rapidly changing these days with the integration of elite sports and sports for all or the appointment of presidents in private sports councils and also internal and external factor (SWOT) analysis in order to figure out problems in local sports councils and find out ways to better the judicial system for securing their autonomy and building up the foundation of fiscal self-reliance. To address the goal, this author has performed literature review and consultation with experts.
According to the findings, to increase local sports councils' public confidence internally and externally, secure their administrative and financial autonomy, and also build up the foundation of fiscal self-reliance, it is needed to revise law related to sports as follows: first, to acquire their legal status and establish legal grounds for their budgetary support, it is necessary to revise Article 2 (the definition) of the National Sports Promotion Act that is associated with the legal incorporation of local sports councils and newly add clause 2 of Article 33 (Local Sports Councils). Second, to make a local autonomous entity's aid for sports councils mandatory, it is needed to revise Clause 3 of Article 18 in the National Sports Promotion Act (The Aid for Local Autonomous Entities and Schools, etc.). Third, to distribute national sports promotion funds to municipal and provincial athletic associations at a fixed rate of 20%, it is necessary to revise Clause 1 of Article 22 in the National Sports Promotion Act (The Use of Funds, etc.) and Clause 1 of Article 29 (The Use of Profits). Fourth, to obtain the right of local athletic associations to operate public sports facilities, it is needed to revise Article 9 in the Act on Sports Facilities (Consignment Operation on Sports Facilities) and newly add Clause 2 of Article 9 (The Management and Maintenance of Sports Facilities) and Clause 3 of Article 9 (Consignees' Revenue-making Business). Fifth, to vitalize enterprises' support for municipal and provincial athletic associations, it is necessary to newly add Clause 2 of Article 40 in the National Sports Promotion Act (Certifying Excellent Organizations Supporting Sports, etc.) and also revise Article 41 (Tax Exemption and Reduction, etc.) and Article 24 on the Corporate Tax Act (Contributions' Exclusion from Deductible Expenses).
From now on, it is needed to hold various debates about policy for creating an atmosphere to revise law, arouse the people's interest through national petition, and also raise the interest of the National Assembly that resolutely applied the Act on Prohibition of Concurrent Offices to the heads of local governments to prevent them from becoming the president of an athletic association.

The purpose of this study is to improve the entrance examination for the College of Physical Education. In order to achieve this goal, prior research data and university entrance examination sites were analyzed from June to September in 2019.
A total of 49 physical education department admission criteria were explored and the following conclusions were obtained. On average, 49 universities conducted 3.45 physical education practical tests. and also, In the central region, there was a difference between physical education and another physical activity majors in College. Physical education entrance examination in the Gyeongsang region also vary depending on the major. There was no difference in the physical education entrance examination in other areas. The difference was specifically the number of practical item, the type of practical item, and the application rate. Therefore, A test suitable for the major is required.
