1독일의 방위분담 분석 및 정책적 시사점

Germany's defense burden sharing has changed since its unification. According to NATO SOFA supplementary agreement, which was concluded in 1959, US Armed Forces in Germany had paid for its stationing costs, and the German government had paid for certain subsequent costs derived from the stationing. However, during the Cold War, Germany not only increased NATO Common Funds and its defense budget, but also signed the Offset Payment Agreement to offset the stationing costs of the US troops in Germany and paid for Berlin occupation costs
Since the post-Cold War began, Germany has financed US Armed Forces in Germany directly and indirectly at minimum level. Recent burden sharing issues between the United States and Germany have been focused on the timeline for the ratio of defense budget to GDP to reach 2%, the number that NATO agreed upon in 2014. That ratio for Germany as of 2019 is 1.36%. The United States has been strongly calling for Germany's more responsibility sharing.
Burden sharing has evolved most suitably for the relationship between the host state and the sending state, and thus the burden sharing policies vary by the host states. Nevertheless, burden sharing should follow its initial intention and serve as a basis for strengthening the alliance.

Since the end of World War Ⅱ, there have been two competing perspectives among European countries on how to safeguard their own national security. One is Atlanticism, which emphasizes alliance with the United States (U.S.); represented by the North Atlantic Treaty Organization (NATO). The other is Europeanism, which pursues Europe's status as an independent power based on defense autonomy. During 2010s, the resurgence of politico-military conflicts with Russia and growing skepticism over defense commitment by the U.S. are revitalizing efforts of European countries toward realizing autonomy in defense. Although it will be a still remote future for Europe to fulfill the autonomy in defense enough to replace alliance with the U.S., including NATO, Europe will continue to strengthen defense cooperation among countries in the region as a basis to secure and develop its strategic autonomy at both home and abroad.

The US decision to abandon INF Treaty is a signal for intensifying hegemonic rivalry between US and China. The majority of Chinese capability is focused on short·medium range INF. The US can choose to deploy INF in North-East Asia but US is likely to pursue a new INF treaty based on the lessons learned from the previous INF treaty with the Soviet Union. The original INF Treaty was a product of a successful 'dual-track decision'.

Recently complex and dynamic environments require military organizations to strengthen not only efficiency but also creativity and innovativeness. The present study focuses on the potential conflict that may arise from pursuing these two required properties within military organizations. Researchers argue that the heterogeneity of organizational contexts relevant for efficiency activities (exploitation) and innovative activities (exploration) would underlie the potential conflict and suggest that organizations need to establish ambidexterity in order to solve the conflict and to ensure the continuous development. Drawing on these arguments, the present study conducted an exploratory investigation to diagnose the status of ambidexterity in military organizations with the data collected from three Air Force units. Results indicate that Air Force organizations are, in general, characterized as a collaborative- hierarchical culture. Structural separation of the organizational contexts between units was not found, meaning that Air Force units are likely to have homogeneous contexts regardless of their heterogeneous roles. Moreover, results show that organizational members' ambidextrous behaviors can be facilitated by paradoxical leadership of work group supervisors.

The purpose of this research is to empirically analyze the impact of non-commissioned officers' perception of the organizational personnel management on the turnover intention by conducting the survey of 315 Army non-commissioned officers. The result of ordered logistic regression shows that: first, the positive perception of assignment·placement has a significant and negative relationship with the turnover intention, second, the positive perception of pay·reward also has a significant and negative relationship, and third, demographic factors used as control variables including gender, marriage, service type, and rank have a significantly related with the turnover intention. Finally, based on the analysis results, we suggest some policy implications to improve the Army's organizational personnel management and to mitigate non-commissioned officers' turnover intention.

As it becomes important for employees to find meaning in their own work, identifying factors that increase the meaning of work is required. The purpose of this study was to examine the influence of job crafting and leisure crafting on the meaning of work and mediating role of work positive affect in their relationships. We conducted surveys twice a month for active soldiers and civil servants in Republic of Korea Army. Using structural equation modeling(SEM), it was found that only cognitive crafting among job crafting types and leisure crafting had significant positive relationship with the meaning of work through work positive affect. The theoretical and practical implications and limitations were discussed.

The aim of this article is to analyze how political management has been implemented to the relocation of military base in South Korea. The relocation of military base can be defined not only as a strategic aspect of the military but also as a process of organizing relationships with various members of the community. The government needs to implement high levels of political management as political, economic and social property are complex and many officials participate in public conflicts. In other words, the relocation of military base can be defined as a kind of dynamic political management process in which policy manager resolves public conflicts through strategic planning. In this regard, the relocation of the ROK Army 35th Infantry Division, the United States Forces Korea and the Special Warfare Command can be defined as an example of securing legitimacy and support from the community through political management. As a result of the analysis, entrepreneurial advocacy, managing policy development management, negotiation, public deliberation and leadership, public sector marketing and strategic communication can be considered as the strategic tools necessary for successful public conflict management.
