The purpose of this study is to evaluate the personnel data of the candidates for promotion of naval officers based on efficiency. In addition, the inefficiency of the inefficient candidates and the goals to be improved are derived. The input and output variables to evaluate the personnel data were selected, the mathematical model was constructed, and the personnel data evaluated using the DEA. Based on the efficiency score and the number of benchmark, the ranking of personnel data was determined and compared with the current method. The goal is to improve efficiency by measuring the inefficiencies of each decision making unit through benchmark group.

In this study, we analyzed the call center service of Seoul Metropolitan Waterworks by simulation. We suggested the optimal number of staffs for the required level of service, which is the target response rate. We also analyzed the effect of unification of regional call centers.
Our simulation is based on the queuing model and it is used ARENA simulation software. We assumed the Poisson process of incoming call and predicted arrival rates for it from 2013 to 2018 call data. We statistically forecasted the hourly rates, day rates of the week, and monthly rates. We also estimated the probability of each call-type among 46 call types and considered 4 classes of staffs.
Through the simulation analysis, we diagnosed the peak-time response rate as well as the average response rate. Thus, we suggested the optimal number of staffs for the required peak-time response rate. One of the advantages of unification over separated regional call centers, is that, it causes overall higher response rate and equalizes the labor-intensity for the staffs.
As the first simulation study about the call center service of Seoul Metropolitan Waterworks, the results of this study are expected to be helpful not only in planning of manpower but also in organization transformation of.

Due to the recent trade war between the US and China, international oil prices have dropped to around $50 per barrel. As such, it is difficult to develop an offshore plant project when the oil flow is low. This situation is not economical than developing an onshore plants. If trade war and other problems are resolved and oil prices are out of the low flow, the results of this study are helpful in carrying out offshore plant projects.
The results of this study indicate that accuracy and quality are important at the engineering stage. If the project manager forcibly moves from the low design quality to the next process, the construction is to be failed. Second, for the project managers, the authors proposed management points to be considered as priority for each stage of work. Third, it is not in the EPC contract, but it can help conducting the offshore plant project if the project managers manage these points. These empirical case studies and analyzes support decision making in offshore plant project management.

This study proposes a new approach to measure the dynamic importance of environmental technologies with patent co-classification information. First, patent co-classification analysis is applied to construct co-classification matrices from the frequency, relatedness, and cross-impact perspectives. Second, the analytical network process is used to the constructed co-classification matrices to determine the priority values of environmental technologies, taking into account their direct and indirect relationship. Finally, date envelopment analysis window analysis is employed to the derived priority values to examine the dynamic changes of the environmental technologies' importance, reflecting three co-classification perspectives together. The proposed approach can be utilized for both environmental technology planning and eco-innovation policy making.

Failure Mode and Effect Analysis (FMEA) is a widely used method to assess the failure risk using the Risk Priority Number (RPN) of occurrence, detectability, and severity by following a tiered structure, such as the cause-mode-effect causal relationship. However, FMEA has an uncertainty under four circumstances in terms of; (1) lack of information on failure modes, (2) difference in risk criteria importance, (3) vagueness in linguistic terminologies for risk scale, and (4) limited sample number of failure mode and risk criteria. This study focuses on evaluating the failure risk in FMEA under uncertain conditions, and presents an implementation strategy of the evidential Technique for Order Preference by Similarity Ideal Solution (TOPSIS) and evidential Grey theory with group fuzzy Dempster Shafer Theory (DST)/ Analytic Hierarchy Process (AHP). Particularly, this work demonstrates the application of Basic Belief Assignment (BBA) using the weighted average with risk criteria importance and the risk scale obtained defuzzified value from corresponding linguistic terminologies. Integrated Electronic Control Unit (ECU) of Vehicle Item illustrates an implementation strategy of evidential TOPSIS and evidential Grey theory, and compares them with traditional RPN methods.

Ultrasonic inspection, one of the most useful inspection method for welding parts, is a technique for making judgement about the defects by the analysis of signals obtained by scanning the objectives. Since the confidence of ultrasonic inspection is influenced by the capability and experience of the inspectors among NDT(Non Destructive Test) methods, unskilled inspectors have less opportunity for ultrasonic inspection on the field.
In this study, the RRT (Round Robin Test) method was performed on Carbon Steel butt welds by inspectors who have completed 40 hours of theoretical and practical training required to Level I in SNT-TC-1A and ISO 9712, which are most commonly recognized.
As a results of the case study, the length of the defect measured from all the specimens which do not distinguish between the type of defect and the depth of defect by the RRT meet the reliability requirements of ASME BPVC-V Code Sec. XI. Appedix VIII.

In the fourth industrial revolution, logistics environment has rapidly changed with continuous new technology development and business method to efficiently secure competitive advantage in intense competition of a global market environment. Logistics industry has consistently built its smart technology environment appropriate for efficiently managing and improving its logistics fields. The smart technology for logistics industry is critical to efficiently execute distribution activities and to effectively raise its performances in a smart technology environment. The smart technology capability of logistics industry is a crucial medium to achieve the efficient logistics activities and successful logistics performances in a global logistics market. It has to be synthetically managed and improved to advance the logistics business environment and strengthen its competitiveness. Hence, this study presents an overall and objective analysis framework to reasonably manage and upgrade the smart technology capability that can properly support its logistics fields in a smart technology environment. This research confirms the developed analysis framework by reliability analysis and factor analysis based on previous studies. The 16-item analysis framework verified in terms of reliability and validity can efficiently analyze a smart technology capability for logistics industry in a total smart technology perspective.

This study examines the factors affecting 5G mobile communication market diffusion, especially focusing on the non-use intention of 5G based services. Consumer survey was conducted to gather data, and those are analyzed by using ordered logit model. Ultra High Definition (UHD) resolution, connected car, and Internet of Things (IoT) for home use are selected as a promising 5G services and are attributed as high speed, ultra low latency, and hyper-connection respectively. Our analysis result shows that lack of needs and high price are primary factors of non-use intention. While reliability issue is not significant in UHD, it is the most influential factor to connected car and IoT. Moreover, lower perception affects to non-use intention for each service. On the contrary, more experience in UHD and IoT affects to non-use intention.

Recently, the industrial society is changing into a knowledge-based society, and lifelong career skills development has become an important issue in order to strengthen individual competitiveness. The unemployment rate further increased, reaching 4.4% of the highest unemployment rate in April 2019. Job training is important to lower unemployment. The purpose of this study is to study how the characteristics of an educational training program and individual characteristics affect training satisfaction. In this study, questionnaires and data were collected from 186 vocational trainees trained at national vocational training institutions to achieve their goals.
The results of this study are as follows. First, as a result of analyzing the effect of the characteristics of the education and training program on the training satisfaction, the characteristics of the education and training program affect the training satisfaction. Second, as a result of analyzing the effect of the moderating effect of individual characteristics on the relationship between the characteristics of the education and training program and the satisfaction level of training, the ability of learning, motivation, and self-efficacy are influenced.

While there may be some differences depending on the industry architecture, a complex and rapidly changing global business environment calls for fast and efficient strategy management and ongoing innovation for enduring companies. In order to effectively implement the strategies that are established and produce results, each member of the organization should act as a self-leader who is actively performing a strategy and play a role above the assigned task. This paper analyzes the existing studies on self-leadership in detail, and examines the relationship between self-leadership, organizational citizenship behavior and organizational loyalty based on focusing on dynamic strategy management throughout the organization. Also, this paper strives to suggest the points that organization should be done to improve the capabilities of organization members.
