1Determinants of Public Service Career Choice in Developing Countries

This study examines factors influencing public service career choice in developing countries through case studies and a survey. Based on the results of these case studies and survey, I conclude that job security, public service motivation, social recognition and status, and the opportunity for career development are important determinants in why individuals in developing countries choose a public service career. Bureaucratic power and family-related factors also play a role and reflect the high power distance and collectivist culture of developing countries.

Research indicates that entrepreneurial leadership is positively related to organizational innovation among central government agencies, public enterprises, and executive agencies in Korea. In addition, a performanceoriented with a humane orientation supports organizational innovation, while hierarchical culture has a negative impact on organizational innovation in Korean public sectors. Among organization types, only central government agencies have been found to have a significant moderating effect on the relationship between performance-oriented culture and organizational innovation. Given that public enterprise is more market-based and that executive agencies have great autonomy in budgeting and personnel to ensure the maximization of performance, central government agencies should adopt more practices designed to improve performance in a positive work culture.

The demand for innovation in public organizations is increasing. In this study, I explore factors that contribute to the innovative behavior of civil servants at the individual level. The theoretical distinction between public and private organizations has long been a subject of debate, and certain characteristics of innovation in public organizations mimic innovation in the private sector, even though the purpose of innovation in public organizations is to secure public goods. In order to examine the innovative behavior of public employees who face such contradictory circumstances, I parameterized the characteristics of each sector, using whether or not the employee had worked in the private sector prior to entering the public service as the characteristic for the private sector and the effect of public service motivation on innovative behavior as the characteristic for the public sector and found that at the individual level, the two are not mutually exclusive.

This study explores the processes of intercrisis and intracrisis learning and the link between them, drawing on South Korea's responses to the COVID-19 pandemic as an example. The crisis management literature suggests that intracrisis learning is less likely to occur than intercrisis learning due to inherent barriers that hinder learning and adaptation in the heat of crisis. Based on the conceptual framework of problem-oriented governance and crisis learning, we unpack how prominent outcomes of intercrisis learning facilitate intracrisis learning during the acute phase of an emerging crisis. We postulate that learning after 2015 MERS crisis developed the core capabilities for problem-oriented governance which, in turn, have facilitated learning during the COVID-19 pandemic. We also posit that these capabilities continue to be enhanced through ongoing intracrisis learning processes. Our findings indicate that, in South Korea, such capabilities― reflective-improvement capability, collaborative capability, and data-analytic capability―have been substantially developed after 2015 MERS crisis and are getting more sophisticated as a result of on-going intracrisis learning during the COVID-19 pandemic. Theorical and practical implications for crisis learning are discussed.

6Coordination, Incentives, and Persuasion: South Korea's Comprehensive Approach to COVID-19 Containment

A rapid and comprehensive policy response allowed South Korea to contain an aggressive outbreak of COVID-19 without resorting to the harsh lockdown measures necessitated in other countries. However, while the general content of Korea's response is now fairly well-known, what has received less attention is the unique governance context in which the country's containment strategy was formulated and implemented. This article focuses on 3 administrative elements of Korea's pandemic containment approach. First, the central government effectively coordinated the efforts of sub-national governments to ensure critical resource availability and deliver a response calibrated to the situation of each locale. Second, ongoing inter-sectoral collaboration was used to marshal non-government resources in both the biotech and medical sectors which in turn enabled core features of Korea's policy, including a rapid acceleration of testing. Third, a timely, accessible, and technocratic communications strategy, led by public health experts and leveraging the country's highly developed information and communications technology systems, facilitated citizen trust and ultimately voluntary compliance with public health directives. Although the Korean approach offers a number of lessons for other countries, by ignoring the specific administrative and social characteristics that are relevant to its implementation, policymakers risk overestimating its inter-contextual portability. By thoroughly contextualizing Korea's virus containment strategy, this article seeks to minimize this risk.

7Estimation of the Impact of Comprehensive COVID-19 Testing in South Korea: A Cost-Benefit Analysis Using the Extended SEIR Model

Comprehensive COVID-19 diagnostic testing is regarded as a critical in preventing the spread of the virus, but only a few studies thus far have sought to assess the net benefits that sustained testing might offer, despite the importance accorded by researchers to evidence-based policy making. We performed a costbenefit analysis using the extended SEIR model to assess whether maintaining the current level of COVID-19 testing is an economically rational choice compared with counterfactual scenarios. Our results suggest that the relationship between the net benefits and the level of testing assumes an inverted-U shape, which means that comprehensive diagnostic testing is effective in flattening the infection curve, but it is a financial burden to society. This study provides evidence that comprehensive diagnostic testing would not be a good strategy for countries with scant financial and medical resources, considering the costs. Furthermore, undertaking comprehensive diagnostic testing without implementing other strategies is a limited approach to preventing the spread of infectious diseases. Therefore, this study suggests that policy makers should find ways to improve the effectiveness of tests, not just increase the level of tests.

The aims of this study are to describe the key success factors of South Korea's response to COVID-19 and to prepare for the post-COVID-19 world in public health. The MERS-CoV outbreak in 2015 provided the country with opportunities to enhance its national public health capacity in responding to emerging diseases, particularly in the areas of governance, testing, and tracing strategies, public-private partnership, risk communication, and the legal system supporting the government's actions. This newly established system played a key role in South Korea's relatively successful response to COVID-19. In this study, I evaluate that response and propose public health policies with a view to preparing for the post- COVID-19 world.
