This article proposes that two major trends – the failure of political institutions and the globalization of minority rights – present major challenges for public administration. These changes mean that public administrators must now perform roles that were previously the realm of elected officials in relation to the broader public. Specific concerns related to the public's ability to evaluate programs and the enhanced role and limits on representative bureaucracy are discussed.

2Strange Bedfellows: Cooperative Policy Making in a Divided Government

It is widely believed that the lack of bipartisanship between the executive and legislative branches in the United States is deleterious to policy making. However, a divided government is perhaps more productive than a unified government because it can facilitate electoral gains for the minority party. Policy created by a divided government can be seen as the collaborative outcome of the majority and minority parties, but that of a unified government is perceived as the exclusive work of the majority party. Further, successful policy making on the part of the unified government could have the effect of compromising the minority party's brand. Thus, the minority party has more incentive to negotiate with the majority party and participate in policy making in a divided government. To the extent that party brand name assumes greater importance in elections in a polarized political system, a divided government could be more conducive to policy making than a unified government.

This study investigates the effect of internal vs. external CEO hiring and cumulative presidency on bank profitability (return on assets, return on equity) and asset quality (substandard loans, nonperforming loans) in the Republic of Korea's banking industry. We also try to find evidence of a nonlinear effect of long-term CEO tenure to check whether it gradually increases or decreases over time. Using the panel data of five state-owned banks, six private banks and six local banks from 2000-2019, we found that CEOs hired from the inside improve performance more than those hired from the outside and that CEOs with long tenures do as well. However, an investigation of a non-linear term of tenure yields an inverted u-curve, meaning the effect of longer tenure dissipates over time. These results thus offer reasons to avoid the short-termism that prevails today. The coefficient of the main regressors remained mostly the same with several robustness tests.

4The Moderating Effect of Demographic and Environmental Factors in the Spread and Mortality Rate of COVID-19 during Peak and Stagnant Periods

This study explores the demographic and environmental factors affecting the spread and mortality rate of COVID-19 in countries around the world. We performed a hierarchical regression by adding interaction terms to such factors as the proportion of people aged 65 or older, the ratio of foreign migrants, the number of hospital beds available, population density, the Gini index, smoking rate among the population, mean population exposure to PM2.5 and NOx emissions in each country. We found that countries with a higher proportion of people over 65 had a higher rate of confirmed positive cases, a higher mortality rate, and a higher case fatality rate. We also found that there was a positive and significant statistical correlation between the number of foreign migrants in a country and the rate of confirmed positive COVID- 19 cases and the number of deaths but an inverse relationship between this variable and the case fatality rate. We found a negative relationship between the number of hospital beds and mortality and case fatality rate while but a positive relationship between the level of nitrogen oxides in the environment and the rate of confirmed positive cases, the mortality rate, and the case fatality rate, although there was no such relationship for ultrafine dust. Overall, the variables affecting the spread and mortality of COVID-19 in June, during which it was expected there would be a lull after the virus had reached its peak in May, were similar to those affecting its spread and mortality in May, but the model's explanatory power and significance were higher in May.
