There is a strategy for educational decentralization in the center of educational reform in Finland, which is regarded as a success model of reform fitting on knowledge-based economy. The purpose of this study is to analyze the educational governance of Finland focusing on historical context and formal institutions and actors of educational decentralization processes. The decentralization reform has been based on civic values and accentuated participation and collaboration of diverse stakeholders including societal actors. This article analyzed the interactions among central government and local governments such as regulation, institutionalization, and information flow as relationship among institutional actors. The educational performance of Finland has been sustained by the system supporting quality management and raising equity. Especially the basis of education is general rules reflecting local demands of local governments, which are guaranteed by local governments law or basic educational law. Central government takes roles of setting national level education orientation, goals, and policies, and evaluating. The other authorities are on schools and teachers, for local governments take accountability on local educational administration.

The purpose of this study is to empirically analyze the Australian immigration policy and suggests Korea's multicultural policy implications. This study examined the development process of immigration policy in Australia. Especially immigration policy program, the status and performance of foreign immigration control, attracting foreigners, refugees and illegal immigrants were analyzed. Based on this, I suggested the implications of Korea 's multicultural policy. Based on the results of this study, I would like to suggest policy implications for immigration policies and programs in Korea. First, Korea needs to attract the necessary manpower and global expertise to Korea through the introduction of a point system and a new global talent attraction system. Second, Korea needs to provide various convenience services for immigrants as well as introducing programs and programs that allow illegal immigrants to receive services legally. Third, Korea should actively review the provision of refugee camps, rational refugee status recognition procedures, and refugee support settlement services after recognizing refugees.

This study attempted a statistical verification on how organization-public relationship of Korea Federation for Environmental Movements influence on the organizational image and intention for donation and support. The study result showed that the trust and communal relationship among organization-public relationship influenced on both organizational image and intention for donation and support. Also, commitment had significant influence on organizational image while satisfaction had significant influence on the intention for donation and support. This study verified the influence of organization-public relationship on the non-profit organization and contributed on opening the new horizon for researches on the organization-public relationship. The study results showed that it is necessary to improve trust to promote donation and support. Thus, the environmental organizations should open monthly income and spending in detail and enhance the financial transparency through auditing. However, this study only reflected the recognition of citizens instead of mutual recognition between the organization and the public. Since this study is limited in exploring the complete organization-public relationship, there should be further researches to enhance the value of general theory for organization-public relationship theory.

This study empirically analyzed how the experience in operation of the participation system of public officials affected the perception of citizens and participation. Dependent variables are six variables as follows: the perception about citizen is selected as the level of citizenship, distrust, and public official's perception level of citizen awareness about public official, and the perception about participation is selected as necessity, acceptability, and effectiveness of participation. The data for analysis are based on the data of government officials of the questionnaire surveying the competence of the public and the government in the research on the government capacity indexing survey conducted by the Korea Institute of Public Administration in 2018. As a result, it was found that there were significant differences in three variables such as public distrust, acceptance, and effectiveness depending on whether or not the participation system was operated. The experience of operating the participatory system affected two variables: the level of public distrust and the level of public officials' perception level of citizen about public official. Based on these results, this study suggested the policy implication to activate the participation system as an alternative mechanism to overcome the representative democracy.

The purpose of this study is to empirically investigate the types and characteristics of the organizational structure of a quasi-governmental organization. The subject of this study will be the Jeonbuk provincial human resource development foundation which is a quasi-governmental organization. Minzberg's organizational growth path model was applied to categorize organizational design variables, including organizational core factors, organizational factors, and organizational context factors, and then 8 variables were manipulated as sub-variables and investigated by questionnaire method. The results show the Jeollabuk-do Human Resource Development Foundation has the following characteristics. The part of the job, was found in the operating department. Second, the complexity of measured organizational internal factors was low or moderate, and limited vertical decentralization and horizontal decentralization were moderate and highly formalized. Third, as a relatively old growth organization, the environment of the small-scale foundation was complex and dynamic. The correspondence among the foundation members was relatively stable and the technology appeared to be complex and stable. These characteristics show that the organizational structure of the Jeollabukdo Human Resource Development Foundation has a specialized bureaucratic structure that is biased toward the characteristic business structure, which is distinct from the mechanical bureaucratic structure of the local government.

This study analyzes the status of school safety accidents and develops measures to improve them. Recently, the increase in safety accidents has increased social and psychological anxiety among the people. Although national-level responses are being prepared due to the increase in safety accidents, public anxiety over safety accidents is still. Schools are no exception in the area of anxiety caused by the increase in safety accidents. The number of safety accidents at schools totaled 62,794 in 2008 and increased to 116,684 in 2017, about double over the past decade. As of 2017, excluding special schools, elementary schools had the highest rate of 35.70%, followed by middle schools with 31.48% and high schools with 25.51%. If you look at the phenomenon of occurrence over time, physical education time is the highest at 30.14%. Therefore, measures should be taken to minimize accidents caused by lack of management of facilities in schools. Also, as a proactive measure of school safety accidents, internalization of education is necessary, and the establishment of a unified school safety management organization is urgently needed.

Saemaul Undong is regarded as an original development model that successfully developed Korea's rural areas in the 1970s. This research was conducted to explore the usability of the factory Saemaeul Undong, which is considered to have contributed to the economic development of Korea. The factory Saemaul Undong was actively carried out until the mid-1980s with systematic support from the government and Chamber of Commerce and Industry.
In the theoretical discussion stage, the performance of the factory Saemaul Undong were reviewed. And in the analysis stage, empirical characteristics were examined using text network analysis on the basic plan and practice cases of the factory Saemaul Undong.
According to the analysis, it was confirmed that the factory Saemaul Undong was systematically structured into labor-management cooperation activities, self control group activities, education support activities, productivity improvement activities and welfare improvement activities.

In this study, we employed the SROI(Social Return on Investment) framework to improve the K-University's own economic and social impacts (K-ESI) measurement for the LINC+ project team. We diagnosed previous K-ESI's problems and weaknesses, then sought for solutions among various alternatives. We adopted the SROI framework to meet the project team's requirements. As a result, we developed a more versatile performance measurement tool that was suitable for various projects. We witnessed that the framework provided not only richer and more comprehensible information, but also a scientific and consistent measurement of socioeconomic value. The significance of this study was first, a well-established SROI framework can serve as a useful strategic tool for universities and other non-profit institutions. It enabled its users to make decisions based on easy and comprehensible results. Users can align the direction of the planned projects with their visions and coordinate their resources efficiently and effectively. Second, the SROI framework encouraged to communicate with their partners in the community where the university is belonged to. As a result, the framework provided a means to fulfill social responsibilities by communicating directly with the community's stakeholders while performing various projects.

The purpose of this study is to identify the dual labor market structure and the segmentation of labor market mobility in Korea and to analyze the characteristics of precarious workers who are stuck in the external labor market and continuously experience unstable labor conditions. For this, wage workers were classified as stable workers in the internal labor market and unstable workers in the external labor market. In addition, their job mobility, labor status, and determinants were analyzed after a year. The results of the analysis are as follows. First, the meaning of job mobility is different for workers belonging to internal and external labor market. Second, the labor market is now structured in the form of continuing the labor status of unstable workers. Third, the determinants of unstable workers and the factors that account for the mobility of unstable workers were found to be similar. These results show that the dual structure of the labor market in Korea has been strengthened and that there are certain groups with very poor working conditions. To remedy this situation, this study presented a solution in two directions: intrinsic relaxation of dual structure and support for the precarious. For the former solution, the government proposed the realization of the minimum wage, the introduction of the maximum wage system, and the improvement and expansion of the Durunuri project. For the latter perspective, this study proposed a comprehensive allocation of stable jobs, expansion of labor union's role, and development of new industry.

10보건계열 대학생의 '좋은 수업'에 대한 인식

This study was performed to examine the view on the good class of the university students in health department and the results of analyzing 403 self-administered questionnaires collected from March 04, 2019 to March 25, 2019 are as follows. In the average score of good class by area, the area of educational contents was the highest with 4.02 points followed by environment with 4.01 points, perspective with 3.91 points, teaching method with 3.86 points and the evaluation with 3.83 points in order. In the view by gender on the good class according to general characteristics, the male students showed significantly higher scores (teaching method: 3.97 points; evaluation: 4.00 points) than the female students (teaching method: 3.83 points; evaluation: 3.76 points, and the students majoring nursing showed the significantly higher scores in for all elements of major. When the satisfaction with the classes was high, the satisfaction with major was high, and the higher the satisfaction with the classes and major, the higher the degree of clinical link. The explanatory power of the independent variable that explain the satisfaction with major, satisfaction with classes and the degree of clinical link was shows as 9.9%, 8.7% and 10.6%, respectively, and for the factor having influence on the satisfaction with major was environment (beta= .210), that on the satisfaction with classes was perspective (Beta= .185) and educational contents (Beta = .299), that on the degree of clinical link was perspective (Beta = .234), educational contents (Beta=-.349) and evaluation (Beta=.286).In conclusion, for the good class, the establishment of class strategy reflected the students' demands is required and the teacher's effort to perform effective classes is needed by communicating actively with the students during the class and by applying diverse teaching method.
