1교육ODA 사업의 주요 이슈 및 피드백 구조 탐색

(Purpose) The purpose of this study is to analyze first, what are the important issues surrounding the education ODA project in Korea and how it can be categorized. This can be said to be related to the subject classification of education ODA projects. Second, considering these issues, the purpose of the study is to grasp the link between the issues required for future education ODA projects from the perspective of policy makers.
(Design/methodology/approach) This is related to the search of the feedback loop. In order to achieve this research objective, this study adopts a somewhat different research method from existing studies. First, in order to achieve the first research objective, we apply the network text analysis method for the papers related to education ODA project among domestic journals (KCI) published in Korea from January 1, 2000 to October 31, 2020. To achieve the second research objective, the link between various issues surrounding education ODA is analyzed based on the system dynamics method and some important loops are discovered.
(Findings) As a result of analysis, 5 subject categories, 2 reinforcement loops, and 2 balanced loops were found. These loops can be said to be the conditions that policy makers who promote education ODA projects should consider for successful policy implementation.
(Research implications or Originality) It is hoped that this research could make some significant and substantial contributions for the policy makers to be able to improve the current system regarding the ODA projects, especially with regard to the education-related ODA mechanism and structure.

(Purpose) China's famous historical and cultural city protection system is the result of the combination of the international environmental change led by UNESCO and the change of domestic understanding of historical and cultural heritage. Through this analysis of China's famous historical and cultural city protection system, institutional improvements are drawn, and improvement measures to solve them and desirable development directions in consideration of the social environment are sought. China's famous historical and cultural city protection system can provide meaningful policy implications for countries that are implementing similar protection systems or are planning to implement them in the future.
(Design/methodology/approach) This study examines the overall transition process of China's famous historical and cultural city protection system at the national level and classifies the development stage based on the change in the protection system. It also analyzes the size and effectiveness of the designation of all national level famous historical and cultural cities. At the local level, the problems of the protection system of the famous historical and cultural cities will be identified through a detailed analysis of the protection ordinances of the famous historical and cultural cities with a relatively superior cultural value and management level among national level famous historical and cultural cities.
(Findings) To improve the management mode of famous historical and cultural cities, First, it is necessary to implement the exit system and follow-up management of famous historical and cultural cities. Second, we should pay attention to the protection of intangible cultural heritage with dynamic characteristics. Third, in the process of establishing protection regulations, expanding the participation of residents, encouraging the activities of non-governmental protection organizations, and ensure the diversification of protection financial resources.
(Research implications or Originality) The protection and utilization of famous historical and cultural cities are not antagonistic. In the long run, the increase of the cultural value of historical and cultural heritage and sustainable regional development will go hand in hand in the protection and utilization of famous historical and cultural cities in China.

(Purpose) The Japanese government recognizes that culture will play an important role in revitalizing the stagnant national economy after the East Japan Earthquake. Based on these needs, the Japanese government announced its 'Cultural Economy Strategy' in 2018. This study attempted to analyze the implications of the cultural economy strategy in the process of cultural policy development. The purpose of this study is to analyze Japan's cultural and economic strategy in terms of the development of cultural policy and a comparative perspective.
(Design/methodology/approach) Through prior research on the historical development of cultural policy and the comparison of cultural policy, the standard and framework for the view of the development of cultural policy and the basis for comparison are set. The significance and implications of the 'Cultural Economy Strategy' were analyzed from the perspective of change and development of cultural policy. These criteria for analysis include the concept and importance of culture, areas and objects of cultural policy, and actors and participants of cultural policy.
(Findings) In terms of the concept and significance of culture, it is not limited to culture and art, which is the object of existing cultural policy, but recognizes the importance of the concept more deeply through the expansion of the concept of culture. It is meaningful to expand from culture and art to living culture, cultural industry, from local culture to international cultural fields linked to national brands, to cultural welfare and multicultural symbiosis policies for the creation and enjoyment of culture for the whole people. In addition, in the concept of cultural properties, while maintaining a perspective on the preservation of traditional cultural properties, a balanced interest is paid to the creation of future cultural properties. It recognizes various executive entities and related organizations and organizations according to the expanded cultural concept and policy area. Various participants are working to establish a framework for participation in the policy process.
(Research implications or Originality) The exploratory analysis of Japan's Cultural Economic Strategy in this study is judged to be valuable in providing meaningful information in contemplating the direction of cultural policy.

(Purpose) Before 2000, the multicultural policy of Korea was led by civil society organizations. However, after 2000, the government played a leading role as social issues related to multiculturalism occurred in various fields. As the more active role of local governments in multicultural policies has been emphasized recently, the need for active cooperative relations between the central and local governments is raised.
(Design/methodology/approach) In order to achieve Ansan City's goal of being a “benchmark of multicultural policy” and “an open international city where multiculturalism coexists,” Ansan has established a form of governance between the central government and local community organizations in the multicultural policy support system. Especially, Administrative resources such as Ansan city's budget and manpower were utilized to the maximum. By utilizing the budget of the central government, support projects for multicultural families and foreign workers residing in local governments and local communities were actively promoted.
(Findings) The city of Ansan enacted ordinances related to multiculturalism in 2008 and laid the legal basis for multicultural policy. In order to promote the multicultural policy, a dedicated multicultural organization and manpower were assigned. However, Ansan City's multicultural support program targets marriage immigrants and multicultural families.
(Research implications or Originality) As a result of the analysis, in order to proactively implement multicultural policies at the local level, provisions that can give local government responsibilities and roles should be added in laws related to multiculturalism. In addition to taking a leading role in establishing and executing multicultural policy plans of local governments, it is necessary to empower various participants to participate in the multicultural policy-making process. It is necessary to actively develop customized multicultural policy services that foreign residents can experience.

(Purpose) For sustained project management and evaluation of living lab, there is a need to utilize performance indicators considering characteristics of smart city living lab. This study was conducted to establish a system of performance indicators for evaluating performance of smart city living lab and apply this to an empirical case of a community-based living lab.
(Design/methodology/approach) Performance indicators were extracted from a literature review and these were examined through an interview with the persons involved in the living lab, such as a group of experts, local residents and managers of public institutions.
(Findings) Focusing on a logical structure consisting of an input, a process, an output and a result as a performance indicator case taking account of specificities of individual projects like a project goal, a project scale, a demonstration area and formation of diverse persons interested, twenty three performance indicators of smart city living lab from ten domains were developed.
(Research implications or Originality) It is required to draw up independent performance indicators that can measure holistic values, such as citizen participation, local issue solving, service demonstration and implementation and realization of smart city, in order to evaluate diverse aspects of performance of smart city living lab quantitatively and qualitatively and acquire sustainability as a public project.

(Purpose) Recently, the issue of the extinction of rural areas has become a hot topic in our society. This paper has two research perspectives to study the characteristics of rural communalization. First, the relationship between words was examined through a search for major keywords such as population extinction. Second, by examining the characteristics of rural population extinction in Buan-gun, focusing on demographic factors, this study attempted to suggest a method to solve the problem of rural population extinction.
(Design/methodology/approach) The research method is as follows. A total of 605 articles were extracted by searching articles through keyword search for population extinction in major regional media(Jeonbuk Ilbo and Jeonbuk Domin Ilbo) from 2000 to 2020, and network text analysis was performed around the main keywords of these articles to analyze frequency and Degree Centrality.
(Findings) The main keywords derived were 53, and the words with the highest frequency were the special law(13), local autonomy(12), preliminary candidates(10), civil servants(7), college students(6), presidents(5), and response to local extinction(5). As a result of the analysis of the extinction of the rural population in Buan-gun, the extinction risk index was very high at 0.23. In addition, there are characteristics such as a decrease in the number of moving-in population, an increase in the difference between the moving-in and moving-out populations, a decrease in the number of population, an increase in vacant houses, a decrease in the number of students and marriages, an increase in the aging rate, a decrease in the female population aged 20-39, and the population aged 0-4.
(Research implications or Originality) According to the analysis results, the following implications were suggested. First, Enactment of a special law to overcome the crisis of rural population extinction, second, development of indexes for predicting the extinction of rural areas, third, revitalization of returning villages and seeking strategies to respond to vacant houses in rural areas, fourth, pursuing a creative population reduction strategy, fifth, prevention of young people moving out and implementation of a strong childbirth promotion policy.

7융복합교육에 대한 대학 교수자의 수용의도 연구

(Purpose) The purpose of this study is to explore the factors that influence the effects on the acceptance intention of university professors and the causal relationship between each individual for the purpose of basic acceptance of what the instructors leads to acceptance of basic understanding. In other words, in the relationship between the intermediary variables, convergence education is conducted by verifying the hypotheses that have been established, including which preceding variable has a significant influence on the relevant mediating factor such as usefulness and ease of use.
(Design/methodology/approach) To this end, this study view convergence education as an innovation education technology and use the technology acceptance model to verify the causal relationship and influence between each factor through a structural equation model. and in oder to increase the validity of hypothesis verification, this study intend to complement the quality aspect of the research by conducting interviews with university professors.
(Findings) As a result of analysis, it was found that the willingness to change instruction and subjective norms among the preceding variables had a significant effect on acceptance intention through usefulness and the mediating effect was not verified but innovation and teaching efficacy had a positive effect on the perception of ease.
(Research implications or Originality) These results contribute to the spread of convergence education and enhance the practical effects of convergence education by inspiring instructors to inspire their enthusiasm for their classes and to have a positive impact acceptance intention by strengthening awareness of the usefulness of convergence education. It is meaningful to be able to provide theoretical or practical measures for establishing the educational field of convergence education. And this study has significance as a poetic study that comprehensively approaches the acceptance intention of university professors through the technology acceptance model.

(Purpose) This paper analyzes the trends and characteristics of financial structure and performance the of the local invested and contributed institutions during the period 2014-2018. The number of local government invested and contributed institutions continues to increase and the importance of local finance on these organizations is growing as well.
(Design/methodology/approach) To achieve research goal, we first classify local government invested and contributed companies, and then analyze a five-year summary of financial position and profit or loss statement by using the Local Public Institutions' Management Information Disclosure System (Clean Eye). We primarily analyze the trends and characteristics of financial structures (assets, liabilities, capital, debt ratios) and their performance (net profit or loss).
(Findings) For invested institutions, net profit continues to increase. However, we could confirm that the debt-to-equity ratio is also steadily increasing. Although net loss was occurring overall, the classification of the types of funding institutions showed that net profit was occurring in a number of types, especially the types of corporate promotion and support foundations with large institutional sizes. And the occurrence of net loss in the credit guarantee foundation affected the net income of the entire funding agency. The debt-to-equity ratio of the funded institutions remained at 20 percent overall, but after checking by type, it was confirmed that the debt-to-equity ratio of the medical center was the highest.
(Research implications or Originality) This study is meaningful as it is the first paper to analyze the characteristics and trends of financial structure and management performance by utilizing the financial statements of the invested or funded institutions that have not been conducted. In addition, it is meaningful that we looked at the trends and characteristics of the period through a five-year time series data from 2014 to 2018, instead of looking at the financial structure and management performance of invested and contributed institutions for a single year, as in previous research. The central and local governments expect to use this study to manage the financial structure and management performance of each type of invested or contributed institution in the future and in order to come up with necessary policies.

(Purpose) This study was aimed to analyze the status of policies for married immigrants and to suggest the directions of the policies for multicultural families in Korea.
(Design/methodology/approach) This study is methods of current statuses of married women immigrants, regulations and systems, delivery system, and multiple policies were analyzed to review the performances by literature reviews to propose the policies for married women immigrants. Also, a variety of problems that women married immigrants experienced by literature reviews, and improvement directions of policies and implementation plans were proposed so as for married women immigrants to be able to support them practically.
(Findings) It showed that people's understanding was not sufficient on married immigrants though multiple policies and services were provided for them to be able to solve various problems that they experienced and to adapt to the society well. Social integration was not sufficient due to discrimination and exclusion for married immigrants in the society; and problems to access the supporting system for married immigrants, redundancy and inefficiency of the policies, inappropriate integrative approaches were found in terms of the policies for married immigrants.
(Research implications or Originality) It is necessary to provide the required services and approach with integrative policies for married immigrants to be ultimately adapted in the society stably. First, collaboration among implementation parties should be strengthened and redundant services should be minimized between central and local governments. Also, practical services should be provided by customized services per lifecycle based on the desires and demands of married immigrants. For complicated problems of married immigrants, one-stop service system should be established, moreover, the policies for them should be established and enhanced considering them not as the special subjects but our national citizens.

(Purpose) This study aims to analyze the relative efficiency and productivity of state-owned property management in order to provide information necessary for enhancing competitiveness and efficiency for the regional headquarters of Korea Asset Management Corporation.
(Design/methodology/approach) This study analyzed changes in the efficiency and productivity by utilizing the three year long data of the KAMCO from 2017 to 2019, using non-parametric efficiency analysis models, DEA model and Malmquist Productivity Index analysis model
(Findings) According to the result of DEA, Technical Efficiency average based on CCR model of the KAMCO was 0.695 in 2017, 0.720 in 2018 and 0.690 in 2019. Pure Technical Efficiency due to BCC model was 0.753 in 2017, 0.744 in 2018 and 0.772 in 2019. According to the result of Malmquist Productivity Index, when the time series average productivity index was examined, MPI had increased 3.1%. This demonstrates that this is derived not so much from the increase in the Technological Change and Pure Efficiency Change but from the decrease in the Technical Efficiency Change and Scale Efficiency Change.
(Research implications or Originality) While there are many studies on the management efficiency analysis of public enterprises in the previous studies, this study differs from previous studies in that it understands the overall operation status of each regional headquarters and presents efficiency analysis and benchmarking information.
