This paper aims at re-examining and reviewing regional disparity and balanced regional development programmes from 'spatial justice' perspectives. The concept of spatial justice began to be conceptualized and defined by Soja(2010). Soja(2010) reviewed and criticized regional inequalities from social justice perspective. But this academic venture can easily fall into the fallacy that all spatial differences should be reformed, even though these spatial differences are born with regional characteristics including location, climate and natural features. In this lineage, this essay tries to identify the boundary or overlapping area between regional differences and regional disparity by defining and introducing the concept of 'spatial genes', which have been formed and stemmed by regional characteristics and history. Especially, this article defines 'regional balance' as dynamic stabilizing mechanism to promote spatial interactions. For this point, this essay argues that spatial justice might have been distorted by those balanced regional development policies towards national levelling by the central government in Korea. In conclusion, this paper suggests the alternative regional policy to harmonize spatial differences cultivated by each spatial genes, thereby to reduce spatial conflicts from spatial justice perspective.

Balanced national development policy in Korea has mainly focused on regional competitiveness strength so far, As a result, it is also certain that regional sustainabilities such as poverty, social polarization and quality of life are getting more serious. In this context that balanced national development meets economic, social, environmental needs of region residents based on sustainable development
This study aims to discuss evaluation of regional sustainability recognizing that balanced national development policy needs to integrate economic growth, social equity and environmental quality.
In the analysis of regional sustainability, the three issues could be identified as followed: the goal of balanced national regional policy needs to turn to the sustainable perspective; the social equity and the environmental quality of region should be considered in the contexts of the national balanced development plan system; the government incentives are needed for environmental and social unfair region.

Korea has experienced an astonishing economic take-off since the 1960s, and overlapping literature asserts the role of the state in its economic development. However, calling the continuance of state-led economic development into question with the economic liberalization and democratic transition from the 1980s in Korea, the government decided in 1994 to abolish the state's planning agency, the Economic Planning Board(EPB). In addition to this political economic change, the trends of globalization, informatization, and localization extended the concept of development: Development is no longer the sole objective of the economic plans anymore, and the government has increasingly organized the advisory commissions related to all sections of the society. This brings into question: what kind of institution has promoted public planning since 1994, and what has it accomplished?
Narrowing down the above question, this study attempts to view the Presidential Commission on the National Agenda(PCNA) in the Roh Moo-Hyun administration through the lens as a planning agency. This study examines its functions of promoting public planning in terms of establishing 100-Roadmaps and facilitating the effective implementation of policies. The main findings of the study are as follows: the PCNA shows changes in several aspects-namely the method, the wording, and the scope of development in public planning. The method of planning was changed from pure bureaucracy to a public-private cooperation system, namely governance. Semantic changes, such as the word plan being changed to roadmap, are examples of this. In addition, government planning was changed from pure economic policy to a more holistic model of development.

We measure regional centrality by using sociometry. The actor of sociometry is a person, whereas the actor is region in measuring regional centrality. So, the matrix of commuters among regions can be changed according to reorganize administrative district. When we measure regional centrality using the raw , administrative territory integration affect the score of regional centrality. This study listed problems with centrality measurements according to a regional integration and proposed the use of commuting traffic as a percentage of population in measuring the centrality as a way to make up for such disadvantages. To analyze its reflection effects, this study brought a case study involving the combination of Jung-gu and Jongro-gu, Gangbuk-gu and Dobong-gu. As a result, the centrality index showed an almost two-fold increase when analyzing the centrality with raw data without consideration of population size as data. In case of considering population size, on the other hand, the analysis indicated a minimized change in the centrality index. Therefore, the study working on the analysis of the centrality without considering population size needs to be reexamined. Furthermore, it will be far more desirable in the future to calculate the centrality as a percentage of population when measuring the size of centrality in a region.

This study was attempted in the consciousness of a problem requiring a clear conceptual approach to Korea's gentrification. By semantic network analysis, this study was analyzed main keyword and the meaning network difference between main keyword according to the life cycle related to gentrification in national web news. As a result of analysis, Korea's gentrification was divided into four phases as fellow: The first phase of the gentrification is a step to induce revitalization of the downtown through redevelopment. The second phase of the gentficiation is in the early stages of the gentrification. The third phase of gentrification is a commercial phase with the growth phase of the gentrificaion. The fourth phase of the genrification is a maturity period in which conflict is generated among stakeholders. It is meaningful that this study made out the keyword and semantic networks of the national web news, which were mentioned the basic data in the past and presented in order to construct the conceptual generalization of Korea's gentrification. Thus this study showed that the gentrification phenomenon in Korea is gentrification of gentrification namely another aspect of gentrification in gentrification.

This study explores the effect of regional strategic industry policy on entry, exit and the survival of firms in industrial complexes. Using a panel data set of 15,842 individual firms nested within 1,184 industrial complexes in Korea, we propose a novel empirical model for analyzing entry, exit, and the survival of firms over time. Our findings, based on logistic analysis and discrete-time survival analysis, indicate that the level of specialization of regional strategic industries in industrial complexes is a significant predictor of spatial variations in both entry and exit decisions of firms. Understanding this mechanism whereby industrial specialization unleashes its causal effect on regional growth provides an important implication for regional policies in Korea.

The purpose of this study is to examine the changes in the labor market conditions of young people who are currently struggling to participate in the labor market. This study heeds special attention to local labor market characteristics that can promote the employment of young people. Since the local labor market is influenced by the diverse industrial structures of the local areas, this study applies a multi-level logit model to effectively reflect the characteristics of the diverse industrial structures of the local labor market conditions. This study utilizes the 2010 and 2015 Population and Housing Census (2% micro data) and aggregated local market characteristics distributed by Statistics Korea. This study found that the probability of employment for the younger group and women and educational attainment in technical college are relatively unfavorable positions in the youth labor market. While the inter-industry diversity showed a positive effect on youth employment in the urban area, the effect of the variable had a negative effect in the rural area. To increase the youth employment, this study suggests a dual application of industrial strategy, that is, industrial diversification strategy in urban areas, and specific industrial strategy in rural area to enhance the probability of the youth employment.

This paper estimates the relationship between the housing sale prices in the housing markets using a multivariate GARCH and GJR-GARCH model. The data set includes monthly returns in apartments, detached houses, and townhouses from January 2004 to May 2018. The main results are as follows. First, in the analysis of apartment returns, asymmetric volatility is found in three regions: Seoul, Incheon, and Gyeonggi. The correlation coefficient between Seoul and Gyeonggi is higher than between Seoul and Incheon or Incheon and Gyeonggi. Second, in the analysis of detached house returns, the correlation coefficients are smaller than those of apartments, and the estimate of asymmetric volatility is not significant in Incheon. Third, the correlation coefficient between Seoul and Gyeonggi is highest in the townhouse market, whereas the correlation coefficient between Incheon and Gyeonggi is smallest in that market. This result implies that, regardless of the housing type, the correlation between Seoul and Gyeonggi is higher than others.

부동산 가격평가를 위한 전통적 접근은 선형회귀모형을 활용하는 것으로서, 이러한 접근은 설명변수와 종속변수(주택 가격)간 선형의 관계를 가정한다는 한계가 있다. 본 연구는 이러한 한계를 극복하고자 딥러닝 방식, 즉 다층신경망 모형(multilayer neural net model)을 활용하였다. 다층신경망 모형이 전통적 회귀모형보다 주택 가격 예측 성능이 일관되게 탁월함을 4개 사례지역(서울 강남구, 경남 김해시, 전주 덕진구, 전남 해남군) 모두에서 확인하였다. 이러한 성능 향상의 주원인은 다층신경망 모형이 설명변수와 종속변수 간비선형 관계를 효율적으로 포착할 수 있기 때문인 것으로 해석된다. 설명변수 중 하나인 지리좌표(X, Y)값과 주택 가격 간의 관계를 효율적으로 모델링한 것을 비선형 관계 포착의 예로 들 수 있다. 또 다른 특이점은 사례지역의 이질성이 강해질수록 두 모형 간 성능 격차가 커지는 것을 발견할 수 있었다. 즉, 사례지역에 소재하는 주택의 이질성이 심한 경우, 전통적 모형은 가격 예측의 정확성이 상당히 감소하였으나 다층신경망 모형은 상대적으로 강건한 예측 성능을 보여주었다.

The purpose of this paper is to scientifically investigate the local resident drivers' satisfaction factor with apartment parking. To this end, the author surveyed 481 drivers who live in apartments in Gwangju city. In addition, this research analyzed the apartment household characteristics data of the respondents and statistically analyzed the relationship between factors explaining parking satisfaction using a structural equation model. The meaningful results of the research are summarized as follows. First, the higher the age, the higher the satisfaction of parking, and the larger the household floor area, the higher the satisfaction of the parking. Second, contributing factors such as parking accessibility, parking safety, parking environment, parking lot layouts design, and parking factors for disabled people were found to represent the latent variables explaining the satisfaction of the resident driver in order. Third, according to the survey results, the number of parking lots per household was directly related to the evident satisfaction of parking. If the parking space supply of the apartment itself is insufficient, street parking will inevitably occur, and a car parked on the specific street will cause traffic accidents or likely delays. Therefore, the criteria for securing an apartment parking spaces must be modified. Especially in apartment complexes with an size of floor area less than 85 square meters, parking lot for each household should be increased.
