In the fourth industrial revolution (4IR), technological advancements are blurring the lines between physical, digital, and biological worlds. Technologies in the physical world such as robots, the digital world such as cryptocurrencies, and the biological world such as synthetic biology are offering educational affordances that have never been possible. Yet, as educationist tap into these affordances in design of more effective learning environments for normal learners, special needs learners are left behind. As such learners require personalization of teaching and learning to be tailored according to their special needs, this calls for an urgent discussion on tapping into the potential of 4IR for reorientation of special education, specifically in the context of increased independence of children with special needs, as the theme of the conference. Hence, the keynote will address this issues with focusing on design of 4IR learning approaches and interventions for special education, development of 4IR special personalized learning environments as well as 4IR special education assessment strategy and policy development in moving special education towards the fourth industrial revolution.

With the unification of all disabilities, necessarily interwoven interactions between them, based on the observation that some children experience the interaction-communication independent / not require translater, but there was never established communication interactions independently to the school, which is between the blind and the deaf, yet each knowing existence. With that background, we develop an communication system that can be understood both sides so it does not require transleter. Where research is SLBN Cinta Asih Soreang with research subjects are students with hearing impairment with age-raisers totaling 12 people and students aged raiser tunentra amounted to 2 people. Based on trial results obtained system results system was able to meet the communication needs of both defense parties. This communication system can be used if children with hearing and visual impairment have an average intellectually, because it requires good cognitive ability to understand it. Learning about the system can be done quickly if the kids have memorized the Morse well. New children memorize the Morse only to letters J, but there are children who have memorized to Z and numbers.

The United Nations Convention on the Rights of People with Disabilities (2006), signed so far by 160 countries and regional organizations, states that “States Parties shall ensure that persons with disabilities are able to access general tertiary education, vocational training, adult education and lifelong learning without discrimination and on an equal basis with others. Internationally, TVET is increasingly seen as part of a lifelong learning approach to the development of education and training systems. TVET promotes knowledge, skills and attitudes for work and life education system enhance equal opportunities for all, social inclusion and employment opportunities. Technical and vocational education and training is not just preparation for work, it is preparation for life. And this is why it is so important to make it accessible to all.” (UNESCO, 2013) Since 1994, with the Salamanca Statement and Framework for Action on Special Needs Education, there has been worldwide progress in regard to inclusive education. However, people with disabilities still leave education and training earlier and are over-represented in the population group - neither in employment, education or training.
